PAY LESS U STAND, PAY MORE U SIT??

read this in today's paper
one smart alec highlighted tt he noticed the freqency of train without seats are more than the train with seats
so he suggested tt passengers who take trains without seats should pay a lower fare rate

ok seriously, how he intend the authority to implement it?

1) how u know which train has no seat cabin?
2)can u ensure tt those who pay for no seat cabin will not take advantage of the loop holes and use the train with seats?
3) there are so many trains coming in and out the same time, esp at interchanges, then how can u ensure tt the passengers pay the correct fares and enter te correct cabine?
4) for eg, i paid a higher fare coz i want to gurantee a possibility of securing a seat, end up, when i reached my destination, no get any seat at all....then can i get a refund??? or i will write in and suggest for a lower fare for standing.....
5) who is to check tt we have paid for the correct fares and took the correct train/cabin??

i still dun know how this plan can be implemented

when i was in japan, it was like this
u pay more for a guarantee seat train, or u pay lesser and dun guarantee a seat type
there will be a conductor, who will go ard and check....he will only check on the higher price cabins though, coz why bother to check everybody in the train tio bo
and hor, its only applicable for LONG journey trains
how long can a journey be in sing??? i dun think it will take u half a day to travel from one end to another end rite.....

and so if u use the brain to analyse, the duration of journey is not long, the mrt is always packed, then how u expect the conductor to check everybody to ensure tt we paid the correct fare and are in the correct cabin????
before the conductor can finished his round from the froint cabin to the end.....some of us, who cheated, might have already alighted lor....

so i still have no idea how can this idea be implemented
maybe the smart alec should provide the solutions too ......

does it mean, pay more u sit and pay less u stand??
then i think my transport fare will be greatly reduced le....lolz
coz i almost every day stand all the way to work and home too!!
