frankly... if always tio fine
what impact does it make?

its just like if u always cane a kid
one of these days, the caning will not have an impact on the child anymore
its either gg to make the kid more scare or the kid will take it like a pinch of salt

so what if the fine is double or triple or whatever  Xs
it still does not solve the issue nor the problem
so what good does it do

i can only think of increasing the transport fees lor..
so tt they can pay more fines
