the hawkers, took it for granted tt NEA as the authority owe them a responsibility to ensure tt their hawker premises is kept in tip top condition at all times???

OR

NEA, took it for granted tt the hawkers should and must ensure tt their food and stalls are kept clean and in tip top conditions at all time. and the customers owe themselves a responsibility as to what to eat and what not to???
